md-devices in inactive state, when one disk lost

Hi.

system not boot, when lost one disk from md-raid 1, udev create the
md-devices, but in inactive state.
mdadm --assemble --scan --run auto=yes only create and run only new
md-device, but not run device in inactive state

easy way to boot system:

open /usr/share/initramfs-tools/scripts/local-top/mdadm and replace
--assemble to --incremental

and run # update-initramfs -u
