Still wonder if this f****** ML is working again or not.

Besides some minor improvements/fixes (see changelog), the Maintainer
field is now the Team address and has been updated to latest release
(thanks to toots). Vorlon said the Suggest line can contain pkg not yet
in Debian, so the phptal upload can be postponed (so we can polish this
pkg too).

The SVN repo still needs some reorganisation ; at the moment my branch
serves as mainline and has been updated with last changes from toots and
me. The corresponding pkg is available in my repo and is currently in
use for HurdFr wiki (with great success).

I then do think it is time for last checks and we are ready to upload. I
would really appreciate if someone could recheck an initial install.
