[Pkg-mediawiki-devel] Last checks before upload

Today one or two more fixes were done.
Beware the Debian version is still -3 and use --reinstall.
See changelog for -3 for changes.

Testers wanted, mostly for new installations. This is the final run and
we are willing to catch the last big mistakes before upload.
