Look at the README.Debian upgrade documentation and you'll see. Points 4 and 9 to be precise. Copying those php files onto those symlinks will give you files in the location where the symlink points to (i.e. /etc/mediawiki1.5)
Now, point 9 tells me to move those symlinks into /etc/mediawiki1.5

No. They are two different directories.

Then the upgrade documentation in README.Debian is wrong and needs to be fixed accordingly. Do you agree?
