[Pkg-mediawiki-devel] Bug#388616: mediawiki1.7: configuration file not below /etc

The configuration file LocalSettings.php is not in /etc/mediawiki1.7. Instead, there's a symlink to /var/lib/mediawiki1.7/LocalSettings.php. Configuration files should be stored below /etc.
