Ok, you are right, I misread the policy.
This behaviour must be changed for next packages.
However, quoting from Steve Langasek:
"Certainly a bug and a policy violation, but as 1.7.1-3 is the only version
of this package in the archive now and there is no mediawiki1.7 in sarge,
that makes it a non-RC upgrade issue."

There is also details of why this is done like this for now (PATH issues in 
the code).
