This should all be fairly straightforward since no source needs to be compiled.
I am currently already running 1.18 in /usr/local/ on a Debian server.

Also mediawiki-extensions-* needs to be updated as well since most of them
have newer features and are also incompatible with the older versions (due to
API changes etc).
