Dear Maintainer,

include/Title.php calls Block::prevents(), which is not implemented:

 PHP Fatal error:  Call to undefined method Block::prevents() in /usr/share/mediawiki/includes/Title.php on line 1100

It looks like it is expecting this modification to Block.php
