[Pkg-mediawiki-devel] mediawiki: created package with new version 1.17.1

Hello!

The last days I have worked on mediawiki 1.17.1 to create the new Debian
package. I think because of many upstream changes the Debian mediawiki
package should deliver at first these version and in some months the 1.18.

Here I send you my updated debian directory for use with mediawiki 1.17.1.
