[Pkg-mediawiki-devel] Removing CDBS from mediawiki

Hi,

With mediawiki-math no longer built from mediawiki, there's very little
that CDBS does for us. I've just commited changes to remove its logic and
dependencies and to use the debhelper auto-sequencer (in level 9) instead.

This was mostly a test but in light of how straightforward it was and that
there are almost no practical implications for the resulting builds, I'm
inclined to make this permanent.

If there are no objections, I will probably include this change in the
upcoming MW 1.19.0 upload to unstable so that in Wheezy we reduce our
build-dependency footprint.
