No. We currently depend on 1.15 at work, and this is sponsored
by my employer. (Actually, I added a hard dependency on << 1.16~
to our metapackages.)

I don’t know whether 1.18 is/should be ready for inclusion, but
there may be users of frameworks using mediawiki, such as our
fusionforge-plugin-mediawiki, and those would have to take the
new version into account _and_ handle DB upgrades. (And I bet
I’d have to fix PostgreSQL-related bugs since upstream uses a
not-database.)

We’re working on a “product” based on FusionForge (internal
project, but all sources are publicly available, and all we
sell are services), which sadly doesn’t have the resources
to investigate a new MW version. I’ll probably continue to
take care of the 1.15 series for half a year longer. This
also means that if 1.18 makes it into sid, I’ll be unable
to work on/with it for quite some time.
