MediaWiki always had important sorting bugs. Even in French, sorts are binary, so 'É' sorts after 'F'. See https://bugzilla.wikimedia.org/show_bug.cgi?id=164

I'm not aware of all the work done on this issue but 1.17+ is supposed to support better sorting when $wgCategoryCollation is set to uca-default. On a wheezy server, even after manually setting that, sorting is incorrect. I even got crashes ("MediaWiki does not support ICU locale "root"").

The latest versions should suppot more collations, such as uca-fr. Maybe these would work.
