OK. I’m proposing the attached diff.

- New .orig.tar.xz
- Changelog entry
- top half of d/rules change: fix bugs pointed out by lintian:
  + remove redundant COPYING/LICENSE files whose contents are
    already part of d/copyright
  + fix some file permissions
  these are new issues popping up during 1.19 branch
- bottom half of d/rules change, plus d/upstream/signing-key.asc
  addition, plus d/watch change: copies infrastructure from sid
  I’m using to generate the *.orig.tar.xz files for 1.19 branch,
  so we can continue doing this for stable when sid will have
  switched to 1.23 (I only had this omitted last time to ease
  review, but kinda want this in before sid switches)
