It appears mesa-common-dev also needs to allow the directfb version as
an alternative.  (I discovered this in pbuilder builds -- this package
happens to be the last package listed as a reverse provider in
"apt-cache showpkg libgl-dev", so it's the one pbuilder tries --
unsuccessfully -- to install when it sees a Build-Depends on
libgl-dev.  Not that that isn't broken anyway, but several packages
currently have "xlibmesa-dev | libgl-dev", where the first is no
longer installable.)
