I could not find any relevant discussion, but in a older revision of
http://wiki.x.org/wiki/ModularFilesMissing I found this note:

As stated in this file
http://xorg.freedesktop.org/releases/X11R6.9.0/doc/html/LICENSE2.html

I guess the license from this file applies to manual pages too.

Not only that, manual pages from X.org are labeled as 'Release 1.2.1'
and ones from SGI are 'release 1.1.0' and two years older. Not that
there is any significant difference beyond that.

HTML pages can be generated from nroff sources.
