php7.7 sounds odd, but it's result of this command:

a2query -m | sed -n 's/^\(php[\.0-9]*\) (enabled.*)/\1/p'

Hmm, I'll speak with apache2 maintainers how to solve this. It looks
like you need to install apache2 first and then install
libapache2-mod-php7.0.

Unfortunatelly you should not depend on apache2 package:
