What I did so far was transfering of the license explanation in the FAQ
to the mcs/debian/copyright and adding the MIT license.

Yeah. Remember, we considered creating mono-assemblies-core and
mono-assemblies-$component but it was not clear how to separate them
perfectly.

It was introduced by Alp or ElectricElf... the idea was probabaly to
provide a way to install alternative classes packages, eg. from the
DotGNU project.

Done. Only one issue: the source of the tools is in the mcs package
while the manpages are in mono only. I thing the manpages should be
kept in both.
