Hello.

The mono runtime packages should be compiled with the ICU (e.g. ICU is
needed by MonoDevelop) and Boehm garbage collector dependencies.

This is "--with-gc=3Dboehm" and the build dependecies should be libgc-dev
and libicu26-dev
