No, please use the included libgc (the default without configure flags).
Using the external libgc will mean that the mono build will have less
features and/or will be more buggy.

I use the debian package, with the attached script in my PATH.
You may want to put that in debian/ and add it to the PATH when
configuring.
Hopefully we'll get rid of the libicu dependency soon.
