[Pkg-mono-devel] installing Mono on Debian VPS

Uhm you might see that this is  a bz2 thus you might need to use tar -xjf
istead of -xf 
-j here indicates that it is a bzip2 compressed tar-archive.
aside this , yes , make sure bzip2 is installed
