Mono 3.0.6 preview debian packages are already available, see UPDATE2 of:

The preview packages are limited to AMD64 though. The inclusion of
Mono 3.0 in Debian would bring binary packages for the other Debian
architectures. armhf would still need porting work as Jo already
indicated in his previous reply. The Mono 3.0 packages are not ready
yet for inclusion in Debian as updating the copyright information of
Mono 3.0 is a major task with 1.2 million added SLOC. I can't give an
ETA on this.

If you need working Mono right now on RPI, use the armel raspbian image.
