Whoops, I forgot to update the website. 4.0.3 *is* the stable release, 
as per 
https://releases.xamarin.com/stable-release-cycle-5-service-release-3/

If your bug isn't getting the attention it needs (judging by the 
assignee, I'm not surprised), bring it up on the Mono mailing list, not 
the Mono-packages-in-Debian list
