Thanks for checking. I now believe the problem was due to missing
"height" and "width" attributes on images in the page that was badly
displayed. Apparently the browser first attempted to display the page
without allowing for the space actually occupied by the images, so it
mis-judged where to go to reach the #fragment. After the page had loaded
fully, the browser *did* know how much space to allow of the images,
and went to the correct place.
I'm now more careful to make sure all images have "height" and "width"
attribute tags.
