Just a few notes:
- seamonkey-js-debugger is useless. We already have mozilla-venkman
  which is exactly the same.

- please don't provide a -dev package. It's the best way to be sure we
  will end with packages building with it instead of libxul-dev while
  the long term goal is to only have libxul for all that is gecko-based...

It is likely that you're not building with the -g flag
