Bug#418437: iceape-browser: PageUp and PageDown keyboard navigation not working properly

Using PageUp and PageDown keys result in unpredictable navigation over
a web page. The up and down arrow keys work normally.
Repro on many sites including slashdot, freshmeat and many wikipedia articles, 

Try to page down a few pages and suddenly the page seems to get "stuck", or
jumps to a seemingly random part of the page.

In case it is relevant: not repro in iceweasel.
