Bug#419781: Global installation of language package fails

As root I managed to install a new language package (german) globally by using the automatic
software installation for SeaMonkey 1.08. Thereby, I explicitly used 'umask 0022' to get read
access for other users. The installation was started from http://www.mozilla.org/projects/seamonkey/releases/1.0.8.html

While the globally installed language package works fine for root, this is not so for the other
users. When opening the preferences, instead of the dialog a strange window with
some internal code appears, please confer attached preferences.png or
