Note that this only breaks the dependencies, not the programs, since
libnss3-0d itself depends on libnspr4-0d, it will be installed anyways.

I changed the shlib version. libnspr4-0d 1.8.0.10 is still okay to use
with binaries built against 4.6.6.

I will ask for binNMU, then (which will be a good occasion to see if
it's really binNMU-safe as intended).
