Bug#497087: Create the lib32nspr4-0d and lib32nspr4-dev packages for the amd64 architecture

I am not familiar with chroot, so I don't know the answer to
your question.  I assume you think chroot could solve the
build issue.  But we'd still need lib32nspr4-0d for deploying
the 32-bit NSPR-based apps on amd64.  We need these
packages not only for application development but also for
application deployment.
