As you may know,

Ubuntu has an installer for plugins which installs the plugins from the
repository. It is contained in the package ubufox.

This installer uses gnome-app-install to install the plugins. Since some
time, gnome-app-install is available in Debian. It would therefore be great
to enable this functionality in Debian as well.

Requirements:
 - Adding desktop files for the extensions to the app-install-data
   package
 - Adding Xb-Npp-Applications, Xb-Npp-MimeType, and Xb-Npp-Name to the
   binary packages of the plugins
 - Enabling the functionality in xulrunner/iceweasel. (The plugin could
also be provided by the gnome-app-install package)

Advantages:
 - Plugins are installed using apt

Affected packages:
 - app-install-data (my package)
 - [gnome-app-install (my package)] or
[a new package containing the plugin finder]
 - all the plugin packages
