Bug#556438: "MOZILLA_DISABLE_PLUGINS=1 iceweasel -safe-mode" not working after cold reset

I would like to report that after cold reset. Iceweasel is not working anymore. It says after
MOZILLA_DISABLE_PLUGINS=1 iceweasel -safe-mode
Iceweasel is already running, but is not responding. to open a new window, you must first close the existing iceweasel process or restart your system.

 ps

teh iceweasel when ps aux is not shown. 

So to avoid cold reset or power cut, to make iceweasel browser working is a solution which is hardware. 
I would  rather liek that iceweasel has this bug corrected, if possible, since it might be causing problems for users. 

I am not sure, if the critical level was ok; important would eb the target if you can update it.
