When privoxy used as a proxy - the settings are 127.0.0.1:8118 -,
iceweasel is refusing any connection:

    *   Check the proxy settings to make sure that they are correct.

Yes, they are, as mentioned above 
    *   Contact your network administrator to make sure the proxy server is
          working.

It is working:
do!  sudo /etc/init.d/privoxy status
privoxy is running.
