No, apparently not.  A new profile seems to have the proper exception
entry for addons.mozilla.org.  However, I've never explicitly removed
that entry from the list of sites allowed to install addons, so
something must have caused it to disappear at some point.

Nevertheless, I realize "something must have caused it ..." doesn't
make a particularly helpful bug report.  If you don't have any
particular idea what might have caused this, feel free to close, and
I'll manually fix my configuration.
