Short answer: because xulrunner sucks

Long answer. Running <xulrunner-binary> application.ini uses the given
version of xulrunner to run the application. The alternatives system
wouldn't make a good decisioner for that, because while one application
may want xulrunner to be xulrunner-1.9, another may want xulrunner to be
xulrunner-1.9.1. The long term goal (and I hope to be able to provide
that before squeeze) is to have a xulrunner generic binary that does
something similar to what the xulrunner-stub does: use an appropriate
version of xulrunner depending on the application.ini contents.
