I first had to do some tests again, to see what could have been my
problem back in 2007. It is more or less the way you write it:

When "intl.locale.matchOS" is set to "true" in
"/etc/iceweasel/pref/iceweasel.js" it is not possible for me as a user
(or for the "Quick Locale Switcher" add-on) to change the Iceweasel user
interface language. The only way to change it would be by changing the
LANG environment for Iceweasel. But that is inconvenient, and that does
not help the add-on. There is at least one more user (of Ubuntu and
"Quick Locale Switcher") who ran into this problem:

I especially dislike the fact that the system configuration in
"/etc/iceweasel/pref/iceweasel.js" takes precedence over the user
configuration in the browser.

It would be nice, if this could be fixed one day, even though it is no
longer important to me personally.
