Bug#567134: libnss3-dev: pkg-config for libnss broken by older versions of libnspr4-dev

If you've got libnspr4-dev 1.8.0.15~pre080614i-0etch1 installed (which
is sufficient for the dependencies of libnss3-dev), then the pkg-config
for nss breaks as follows.

palfrey at eris:[~/projects/nss] pkg-config nss --cflags
Package nspr was not found in the pkg-config search path.
Perhaps you should add the directory containing `nspr.pc'
to the PKG_CONFIG_PATH environment variable
Package 'nspr', required by 'NSS', not found

Installing libnspr4-dev 4.7.1-4 fixed this.
