Bug#603033: iceweasel: Programmatically setting homepage

I'm trying to set up a preconfigured virtual machine with a particular local
file as the browser's homepage.  So I created a /etc/iceweasel/pref/local.js
with the following contents:

pref("browser.startup.homepage", "file:///root/Desktop/README.html");

When I run Iceweasel (for the first time), this setting does appear 
in the "about:config" page, but the "Home" button still points at "about:".
