Justification: renders package unusable

libmozjs-dev provides jsval.h (which is included by a lot of other
included), which includes <mozilla/Util.h>, which is not provided
by this package or its dependencies. It causes a lot of packages to
FTBFS:

mozilla/Util.h seems to be provided by xulrunner-dev in
/usr/include/xulrunner-6.0/mozilla/Util.h. However libmozjs-dev doesn't
depends on xulrunner-dev, and 'pkg-config --cflags' also doesn't report
this directory.
