Iceweasel 4.0.1 and Docky

It most likely is, because there's really no reason for iceweasel not to
use existing windows, except if told otherwise. Maybe docky tells it
otherwise (either the MOZ_NO_REMOTE environment variable or -no-remote
command line argument).
