I've doublechecked and the option that makes Iceweasel forget about
opened windows/tabs is "Clean history when Iceweasel closes" (located at
Privacy -> History) with the "History of navigation" checked.

Maybe this is how it is supposed to work (thus not being a bug), but
this way the option of restoring last session windows & tabs won't work.
