Relevance of xpi:Breaks (aka adblock-plus incompatible with iceape)

Hello.

With its version 2.0.2, adblock-plus has become incompatible with
iceape, or to be exact it started to Break: iceape (>= 2.1), while only
iceape (2.0.14-9) is currently available within Debian (bug #653302).

I started to investigate that, and I found that this incompatibility is
brought by dh_xul-ext that takes it from the the compatibility
information from adblock-plus's (generated) install.rdf.

I believe this is wrong. Indeed, adblock-plus is not compatible with
iceape (<< 2.1), but I think that only means that such a version of
iceape will simply not benefit from adblock-plus, not that it will cease
to work at all.

I think the appropriate behaviour would rather be to add version
information to xpi:Depends (well, it is already there, actually) and
xpi:Enhances, what do you think?
