The iceweasel browser has no option to warn before storing cookies.

Menu, Edit, Preferences, Privacy, 
Pulldown: Iceweasel will: Use custom settings for history,
tickbox: Accept cookies from sites: ticked

There should be a "Ask for confirmation whenever a cookie is sent or received"
tickbox here.
