Migration of more recent iceweasel to Debian/testing...?

It's nevertheless the most recent version with support for more than
just a few weeks and officially supported by Mozilla. It's their
current Extended Support Release (ESR). See

Only 16.0.2 is in experimental. 11 to 15 have been removed already
again.

Never, at least not automatically. Only packages in Unstable migrate
to Testing. Packages in Experimental stay there unless they're
explicitly uploaded again to Unstable.

But to answer the question you probably wanted to ask: Debian Wheezy,
the next stable release, is planned to release with Iceweasel 10.x ESR
-- which is also the reason why the non-ESR releases 11 to 16 were
uploaded to Experimental and not to Unstable.
