Bug#704509: iceweasel: Tooltips block access to modal dialogs

Dear all,

I have the same problem in iceweasel as in icedove
(http://bugs.debian.org/687412):

Tool tips tend to stick on the screen when opening a modal dialog and
block access to the dialog below. See screenshots. The tooltip does not
go away until I close the dialog.  The tooltip is visible even if I
switch desktops.

Problem also consists with deactivated extensions.
