Migration of more recent iceweasel to Debian/testing...?

Yes, and by now 17.0.6 is in unstable and 21.0 is in experimental.

Right, I guess I meant to ask about when packages migrate from
Unstable to Testing. Are they? What is hindering a more rapid migration?
It seems as if the 10.0.x present in Debian/testing today was originally
released back in January 2012 and that I might be missing out on some
security fixes or new juicy features. Can I do something to help?

No, not really. I'm running Debian/testing so I'm not necessarily
interested in Debian/stable. :)
