Bug#699161: Potential screenshot of problem

I'm experiencing this issue with Iceweasel 22.  I've attached a 
screenshot taken of http://project-open-data.github.io/policy-memo/ 
before and after clearing the fuzzy text.  Scrolling on that page is 
sufficient to re-fuzzify it.  It clears up on redraw.

Note that on this particular page, the fuzzing happens around a fixed, 
offset background image.  As I would scroll, lines without fuzzing would 
be fuzzed when they crossed the Y coordinates of the background image, 
with the fuzzing occurring to the left of the image on X axis.

Some pages experience this more than others, and this is the first page 
I've seen it specific to a background image like that.  When that 
background image is removed, the issue is much subtler and harder to 
reproduce on that particular page, but still present (fuzzing is much 
less).

The background image depends on a @media rule; if the view area is 
smaller than 768px, the image is removed.  When that happens, I can't 
easily reproduce the issue on this page.

The second image shows that this isn't limited to the sort of fuzzing 
in the first.  This is a section heading of the document showing a sort 
of inverted coloring (this was taken while the background image rule, 
and only that rule, was removed).

On most pages the issue will not be reproduced, but a few exhibit it 
with 100% regularity as the one referenced above.

I am able to reproduce in safe mode, but not on a local build of 
Firefox nightly.
