The option to disable javascript still exists: go to about:config, and
toggle javascript.enabled. That option intentionally no longer has a
checkbox in the GUI, and I don't think it makes sense for Debian to
diverge from upstream on that. If you want a checkbox for that option,
install an addon that gives you one, or install something more flexible
like NoScript or Adblock Plus.
The other half of this report relates to the browser re-enabling the
option on upgrade, which then requires technical users who really did
intend to disable javascript to re-do that change via about:config
(assuming they didn't previously do so via user.js, which will persist
across upgrades). That change on upgrade exists to support novice users
who may have unintentionally broken their browser by toggling that
checkbox in the GUI without knowing what they were doing. That change
seems debatable, but I'd personally argue against diverging from
upstream on that point either.
