When would be able to see/use firefox hello (the webrtc bit.)

Hi all,
I was going through some of the new features of iceweasel/firefox 34.0
and one of the new features seems to be the webrtc bit.

This can be seen in Firefox 34.0 release notes as well :-

Then looking further into it came across this page :-

where it says and I quote

"If you don't see the Hello button in the Additional Tools and
Features drawer, please check back in a few weeks. The feature is
being made available to users on a [b]gradual basis[/b] to ensure that
our server infrastructure is able to keep up with the load."

I have been seeing the Additional Tools and Features drawer since I
upgraded to 34.0 and haven't seen anything. Also unlike Mozilla
Firefox, in iceweasel it will only happen through an update or some
about:config that the user would have to do in order to access Firefox
Hello.

I would like to know which of the two it is so we could try using
Firefox Hello.
