new upstream version of libnss3-dev?

Hello Mike,

I have tried to do some preparation for packaging the latest Thunderbird
beta version (31.0b2) as Icedove 31.0~b2.

The build breaks very early while configure is running because a missed
version dependency on libnss3-dev.

I don't know how about this in the package Iceweasel, but are there any
plans to upload the current 3.16.2 to the Debian repositories? Thanks.
