Bug#699217: Updated x32 patch for nss

Here's a debdiff of my latest upload of nss_2:3.17-1+x32 to
debian-ports/unstable - it's much simplified from my previous patch since x32 
support was added upstream.  If you want, you can ignore the part that 
disables the FIPS test on x32 (I already reported the failure of the test to 
https://bugzilla.mozilla.org/show_bug.cgi?id=1062903 ).
