On version 43 (and probably 44 beta also) the "tracking protection" feature looks like it is set in the preferences and "about:config" but then it does nothing, the information say there isn't any tracker to be blocked in the page. Looking at the "safebrowsing" directory, it seems there isn't any list stored. Regards.
